ICC Delegation Visits Cambodia, Laos and Vietnam and Promotes Outputs from Lancang-Mekong Production Capacity Cooperation

From 20 to 29 of April, ICC delegation led by Deputy Director General Song Gongmei paid a visit to Cambodia, Laos and Vietnam. The delegation met with relevant government departments and institutions of the countries and held discussions on the Lancang-Mekong production capacity cooperation project-matching, the establishment of the Lancang-Mekong production capacity cooperation alliance, the promotion of the “multiple countries with multiple parks” and etc.

The ICC is one of major organizations under National Development and Reform Commission for the execution of a host of international cooperation mechanisms and also the executive agency of the Lancang-Mekong production capacity cooperation from the Chinese side. The visit is aimed at implementing the Three-Year Action Plan of the Lancang-Mekong Production Capacity Cooperation and developing working mechanisms with members of the joint working group to share policy information and promote pragmatic cooperation projects so as to contribute to more cooperation outputs.

Cambodia: actively set up new platforms for Lancang-Mekong Production Capacity Cooperation

On 23 of April, the delegation met with Director General of the Department of Public Relations and Private Investment Promotion of the Cambodian Development Council and held in-depth discussions on the promotion of the Lancang-Mekong Production Capacity Cooperation under the Belt and Road framework. Both sides reached consensus on the establishment of regular communication mechanisms, the formulation of the list for key cooperation projects, the setup of the Lancang-Mekong production capacity cooperation alliance as well as the “multiple countries with multiple parks” mode for cooperation.


During the visit the delegation also visited the Cambodia-China Comprehensive Investment Development Pilot Zone. After more than 10 years’ development, the Pilot Zone has become a key project of the production capacity cooperation between both countries. The delegation exchanged views with relevant personnel from the Pilot Zone on the promotion of its further development, the acceleration of implementation of more projects and the promotion of pragmatic cooperation in the future.


Laos: speed up to establish the cooperation mode featured with “multiple countries with multiple parks”

On 24 of April, the delegation met with Deputy Director General of the Planning Cooperation of the Ministry of Industry and Trade. Currently, there are 12 special economic zones in Laos and 74 industrial parks along the China-Laos railway are under planning. The delegation suggested the Laos side to take the opportunity to develop the cooperation mode of “multiple countries with multiple parks” and gather preferential policies so as to drive up regional economic development and promote the prosperity of the whole country.


The Deputy Director General agreed with the delegation and said they would further promote the development of the industrial parks and facilitate the formation of key production capacity cooperation project list as well as the establishment of the Lancang-Mekong production capacity cooperation alliance.

On 24 of April, the delegation paid a visit to Former Premier of Laos and Director of National Economic Research Institute and exchanged views on the promotion of the investment cooperation between China and Laos and the setup of long-term communication mechanisms, the promotion of relevant cooperation and etc.


Vietnam: the Lancang-Mekong mechanism facilitates project matchmaking between companies from both sides

On 27 of April, the delegation paid a visit to Vietnam and exchanged views with relevant personnel from different government departments of Vietnam. During the visit, the delegation also visited the industrial parks set up by Chinese companies and had discussions with representatives from Chinese companies. The delegation encouraged the companies to enhance communication with their counterparts and further promote the pragmatic cooperation between them.
