Sino-Zim Capacity Cooperation Framework Agreement Was Signed, Witnessed by Both Countries’ Leaders

On December 1, 2015, Chinese President Xi Jinping and Zimbabwean President Robert Mugabe witnessed Mr. Xu Shaoshi, Chairman of China's National Development and Reform Commission (NDRC), and Mr. Jonathan Moyo, Minister of the Ministry of Economy, Society and Policy Coordination of the Zimbabwean President and Cabinet, co-signed the "Capacity Cooperation Framework Agreement between the National Development and Reform Commission of the People's Republic of China and the President and Cabinet of the Republic of Zimbabwe." Hence Zimbabwe officially joined the league of priority countries of NDRC-promoted Sino-Africa capacity cooperation.

ICC-NDRC Director General Mr. Cao Wenlian, Deputy Director General Ms. Song Gongmei, Deputy Inspector of NDRC General Office Mr. Huang Yong, among others, attended the signing ceremony.

ICC's efforts have provided a springboard to this landmark agreement. In the past year and a half, ICC dispatched three delegations to Zimbabwe to promote cooperation. Zimbabwe sent delegations to ICC three times, including one delegation headed by the First Vice President Mr. Emmerson Mnangagwa. The two sides organized six working conferences, which played a crucial role in facilitating President Xi Jinping's state visit to Zimbabwe. The signing of the capacity cooperation agreement under the witness of both countries' leaders has launched a new journey for Sino-Zim win-win cooperation.
