ICC Introduction


Established in 1993, the International Cooperation Center (ICC) of the National Development and Reform Commission (NDRC) is a government institution directly subordinate to NDRC.

Since 2011, ICC has been successfully transformed from an institution specialized in foreign services for government agencies to a new-type think tank engaged in multifarious missions including policy research, international cooperation, planning & consulting, foreign services and high-end training. Currently, ICC is proactively initiating the “second-round transformation” and thus striding towards a new-type think tank with greater influence over domestic policies and international visibility.

By recruiting a galaxy of experts and scholar-officials in multiple disciplines, ICC has set up the high-level Academic Committee and Expert Consultancy Committee. Under ICC there are a chain of research and consulting platforms including the Globalization Institute, the Regional Cooperation and Opening-Up Institute, the Culture Industry Institute, the Finance and Credit Institute, the International Energy Institute, the Institute of International Clinical Nutrition, and the Industrial Development Institute. ICC also launched the ICC-NDRC Urban Planning, Design and Research Institute, the ICC-NDRC Urban Development Consulting Institute, and the Reform and Innovation Forum for Young and Middle-Aged Intellectuals.

ICC has attached great importance to research and in recent years wrapped up a series of key projects commissioned by the Central Financial Work Leading Group Office, the Ministry of Foreign Affairs, NDRC and CCIEE, including “Strategy for Managing Relations with Neighboring Countries and Country-Specific Policies”, “On the Opening-Up Westward Strategy”, “Framework of Global Economic Governance” and “Strategy of China-Asia Energy Cooperation.” ICC has such seminal publications to its credit as China Opening-Up Indexes, China Two-way Investment Development Report and the “ICC Book Series.”

In 2012, ICC set in motion the annual Reform and Opening-Up Forum for Yong and Middle-Aged Intellectuals to carry on the spirit of the monumental Moganshan Meeting in 1984. In 2015, ICC will launch the new Bashan Cruise Meeting focusing on China’s macroeconomics and reform. Over the past few years, ICC has sponsored and co-sponsored a number of important conferences including sub-forums of the Boao Forum for Asia and the Global Think Tank Summit, the International Conference on Combating Climate Change, the International Forum on Health Service Industry, and the Green Finance International Summit.

ICC is a participant of the NDRC International Cooperation Joint Conference, a member of the National “Belt and Road Initiative” Leading Group Office, and an executor of Sino-European, Sino-Canadian, Sino-Australian and Sino-German inter-governmental cooperation projects. In recent years, ICC has implemented major bilateral cooperation mechanisms of NDRC, and launched Sino-British, Sino-Zimbabwean and other international cooperation projects. It is exploring multi-dimensional and in-depth modes of international cooperation and exchange, and in so doing constantly increased its global influence.

ICC has given full play to its talent pool and expertise in policy research by providing outstanding planning and consulting services to governments at all levels and enterprises at home and abroad, including projects in Hainan, Quanzhou, Sanya, Quzhou, Linfen, Langfang and other regions.

Committed to constructing advanced platforms for idea sharing and international dialogues, ICC has offered high-end leadership development programs including ICC-Yale and ICC-Stanford.

ICC unswervingly shoulders the mission to fulfill its social responsibilities. As the first central government agency to establish the Office of Social Responsibilities, ICC has set up poverty alleviation bases in Luquan City, Hebei Province and Hetian County, Xinjiang Uygur Autonomous Region. It launched the Green Special Fund together with the Chinese Green Foundation, and took the lead in donating start-up capital to the fund.

ICC has spared no effort to establish itself as a new-type think tank focused on international cooperation and exchange and committed to advancing China’s reform and opening-up. We are marching hand in hand with friends at home and abroad towards a brighter future!
